The City of Ventura requires a mandatory private sewer lateral inspection before a home changes ownership. This applies to all sales, including cash sales. The seller files a CCTV inspection report with the city’s Building and Safety Division and discloses the results to the buyer, and an inspection done within the past 10 years already satisfies it. This is a Ventura-specific rule under Municipal Code Chapter 22.250, and it does not exist in most California cities.

The ordinance was written to protect buyers from inheriting a hidden sewer problem. The catch is that it puts the seller on the hook: you are responsible to get the line inspected, disclose what it finds, and either fix it or negotiate the repair, with the city giving a six-month deadline once a defect is recorded.

That is where the buyer you choose changes everything. Many cash buyers operate statewide or out of the area and are not familiar with Ventura’s point-of-sale requirements, which leaves you scrambling for a plumber and city paperwork on a deadline.
